The mobile depot has a 2,500m access range. Caps jump to a random point 5,000m away from the cyno. Unless you are a psychic, you wouldn't able to reliably place the depot close enough to where the cap lands.

Your own security status has no effect on CONCORD response to your actions. If you somehow trigger the wrath of CONCORD, there is no way to escape. Attempting to do so is in fact classified as an exploit and might get your account suspended.
